Jsou vyj\u00e1d\u0159eny ve form\u011b koncentrace v ovzdu\u0161\u00ed pro danou chemickou l\u00e1tku a po stanovenou dobu. M\u00e1 se za to, \u017ee zdravotn\u00ed d\u016fsledky bude m\u00edt pouze expozice vy\u0161\u0161\u00edm koncentrac\u00edm nebo po del\u0161\u00ed dobu.  <\/p>\n\n<h2 class=\"wp-block-heading\">Jak se TLV nastavuj\u00ed?<\/h2>\n\n<p>Od sm\u011brnice 98\/24\/ES jsou hodnoty ELV stanoveny na z\u00e1klad\u011b v\u011bdeck\u00e9ho posouzen\u00ed vztahu mezi \u00fa\u010dinky nebezpe\u010dn\u00fdch l\u00e1tek na zdrav\u00ed a \u00farovn\u00ed expozice na pracovi\u0161ti. Referen\u010dn\u00ed obdob\u00ed pro stanoven\u00ed TLV je bu\u010f 8 hodin pro osmihodinov\u00e9 TLV, nebo 15 minut pro kr\u00e1tkodob\u00e9 TLV. <\/p>\n\n<h2 class=\"wp-block-heading\">Jak\u00e9 jsou r\u016fzn\u00e9 typy VLEP?<\/h2>\n\n<p>Existuj\u00ed dva <a href=\"https:\/\/obera.fr\/cs\/nase-rady\/reglementation-vlep-evaluation-risque-chimique-lieu-de-travail\/\" data-type=\"post\" data-id=\"6575\">typy regula\u010dn\u00edch mezn\u00edch hodnot<\/a>:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Omezuj\u00edc\u00ed VLEP, kter\u00fd i p\u0159i n\u00edzk\u00fdch \u00farovn\u00edch expozice p\u0159edstavuje<strong>  zdravotn\u00ed riziko. A\u0165 u\u017e se jedn\u00e1 o krabi\u010dku, sondu nebo analyz\u00e1tor vzduchu, za\u0159\u00edzen\u00ed mus\u00ed b\u00fdt um\u00edst\u011bno v m\u00edst\u011b v\u00fdskytu zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky. Tato r\u016fzn\u00e1 za\u0159\u00edzen\u00ed analyzuj\u00ed vzduch a ur\u010d\u00ed mno\u017estv\u00ed a typ zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky p\u0159\u00edtomn\u00e9 ve vzduchu v pracovn\u00edm prostoru. V\u00fdsledky kontrol ovzdu\u0161\u00ed se pak zaznamen\u00e1vaj\u00ed do n\u00e1rodn\u00ed datab\u00e1ze<strong>(datab\u00e1ze SCOLA<\/strong>), kter\u00e1 umo\u017en\u00ed org\u00e1n\u016fm ve\u0159ejn\u00e9 spr\u00e1vy tyto statistiky vyu\u017e\u00edvat.   <\/p>\n<\/div>\n<\/div>\n\n<p>V\u00fdsledky m\u011b\u0159en\u00ed a monitorov\u00e1n\u00ed atmosf\u00e9ry jsou sd\u011blov\u00e1ny pracovn\u00edmu l\u00e9ka\u0159i a <strong>CHSCT<\/strong>. P\u0159isp\u00edvaj\u00ed k posouzen\u00ed rizik vypl\u00fdvaj\u00edc\u00edch z expozice chemick\u00fdm \u010dinitel\u016fm a pom\u00e1haj\u00ed stanovit vhodn\u00e1 preventivn\u00ed opat\u0159en\u00ed. <\/p>\n\n<h3 class=\"wp-block-heading\">Kdo m\u016f\u017ee sledovat VLEP?<\/h3>\n\n<p>Obecn\u011b lze \u0159\u00edci, \u017ee ka\u017ed\u00fd, kdo vlastn\u00ed analyz\u00e1tor vzduchu, m\u016f\u017ee zkontrolovat ELV p\u0159\u00edtomn\u00e9 ve sv\u00fdch prostor\u00e1ch. Z hlediska z\u00e1kona v\u0161ak v\u00e1\u0161 test nebude m\u00edt \u017e\u00e1dnou hodnotu, proto\u017ee nejste akreditov\u00e1ni. Proto je nezbytn\u00e9 vyu\u017e\u00edvat organizace akreditovan\u00e9 organizac\u00ed COFRAC (Comit\u00e9 Fran\u00e7ais d&#8217;Accr\u00e9ditation). Tyto org\u00e1ny, kter\u00e9 jsou nez\u00e1visl\u00e9 na spole\u010dnostech, v nich\u017e se prov\u00e1d\u011bj\u00ed technick\u00e9 kontroly, jsou akreditov\u00e1ny pro stanoven\u00ed <strong>strategie m\u011b\u0159en\u00ed<\/strong>, odb\u011br vzork\u016f a prov\u00e1d\u011bn\u00ed anal\u00fdz.   <\/p>\n\n<h2 class=\"wp-block-heading\">Jak zabr\u00e1nit expozici nebezpe\u010dn\u00fdm chemick\u00fdm l\u00e1tk\u00e1m a CMR na pracovi\u0161ti?<\/h2>\n\n<div class=\"wp-block-columns are-vertically-aligned-center is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:25%\">\n<figure class=\"wp-block-image aligncenter size-full\"><img decoding=\"async\" width=\"150\" height=\"150\" src=\"https:\/\/obera.fr\/wp-content\/uploads\/2020\/11\/CMR.jpg\" alt=\"Bezpe&#x10D;nostn&#xED; list - Chemick&#xE1; l&#xE1;tka\" class=\"wp-image-1832\"\/><\/figure>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:75%\">\n<p>Podle vyhl\u00e1\u0161ky a na\u0159\u00edzen\u00ed ze dne 15. prosince 2009 mus\u00ed zam\u011bstnavatel prov\u00e1d\u011bt hodnocen\u00ed rizik m\u011b\u0159en\u00edm kvality ovzdu\u0161\u00ed nejm\u00e9n\u011b jednou ro\u010dn\u011b a v\u017edy, kdy\u017e dojde k jak\u00e9koli zm\u011bn\u011b, kter\u00e1 by mohla ovlivnit expozici zam\u011bstnanc\u016f.<\/p>\n<\/div>\n<\/div>\n\n<h2 class=\"wp-block-heading\">Je dodr\u017eov\u00e1n\u00ed VLEP povinn\u00e9?<\/h2>\n\n<p>Ano, p\u0159ekro\u010den\u00ed omezuj\u00edc\u00edho regula\u010dn\u00edho VLEP mus\u00ed m\u00edt za n\u00e1sledek : <\/p>\n\n<ul class=\"wp-block-list\">\n<li>V p\u0159\u00edpad\u011b chemick\u00e9ho \u010dinidla jin\u00e9ho ne\u017e CMR 1A nebo 1B nebo celkov\u00e9ho \u010di respirabiln\u00edho prachu okam\u017eit\u00e9 proveden\u00ed <strong>ochrann\u00fdch opat\u0159en\u00ed<\/strong> (\u010dl\u00e1nky R. 4412-28 a R. 4412-29),<\/li>\n\n\n\n<li>V p\u0159\u00edpad\u011b chemick\u00e9ho \u010dinitele klasifikovan\u00e9ho jako CMR kategorie 1A nebo 1B<strong>zastaven\u00ed pr\u00e1ce<\/strong> na p\u0159\u00edslu\u0161n\u00fdch pracovi\u0161t\u00edch, dokud nebudou provedena opat\u0159en\u00ed k zaji\u0161t\u011bn\u00ed ochrany zam\u011bstnanc\u016f (\u010dl\u00e1nky R. 4412-77 a R. 4412-78).<\/li>\n<\/ul>\n\n<p>Pokud je p\u0159ekro\u010dena orienta\u010dn\u00ed regula\u010dn\u00ed hodnota VLEP, mus\u00ed b\u00fdt provedeno nov\u00e9 <strong>posouzen\u00ed rizik<\/strong>, aby se ur\u010dila vhodn\u00e1 preventivn\u00ed a ochrann\u00e1 opat\u0159en\u00ed.<\/p>\n\n<h2 class=\"wp-block-heading\">Co je t\u0159eba ud\u011blat, pokud jsou p\u0159ekro\u010deny TLV spole\u010dnosti?<\/h2>\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<figure class=\"wp-block-image aligncenter size-full is-resized\"><img decoding=\"async\" src=\"https:\/\/obera.fr\/wp-content\/uploads\/2022\/07\/VLEP.jpg\" alt=\"vlep\" class=\"wp-image-13688\" width=\"200\" height=\"200\" srcset=\"https:\/\/obera.fr\/wp-content\/uploads\/2022\/07\/VLEP.jpg 400w, https:\/\/obera.fr\/wp-content\/uploads\/2022\/07\/VLEP-300x300.jpg 300w, https:\/\/obera.fr\/wp-content\/uploads\/2022\/07\/VLEP-150x150.jpg 150w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/figure>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:75%\">\n<p>Pokud se jedn\u00e1 o VLEP s <strong>omezuj\u00edc\u00edm regula\u010dn\u00edm<\/strong> limitem, je nutn\u00e9 okam\u017eit\u011b zav\u00e9st preventivn\u00ed opat\u0159en\u00ed pro<strong> DCA <\/strong>(nebezpe\u010dn\u00e9 chemick\u00e9 l\u00e1tky<strong> ) <\/strong> a zcela zastavit provoz na dan\u00fdch pracovi\u0161t\u00edch, dokud nebudou zavedena vhodn\u00e1 opat\u0159en\u00ed a ochrana pro <strong><a href=\"https:\/\/obera.fr\/cs\/nase-rady\/substances-cmr-risque-exposition-au-travail-quelle-reglementation-prevention\/\" data-type=\"post\" data-id=\"6581\">CMR<\/a><\/strong>.<\/p>\n\n\n\n<p>  Pokud je dan\u00e1 VLEP <strong>orienta\u010dn\u00ed<\/strong>, zam\u011bstnavatel provede hodnocen\u00ed rizik, aby ur\u010dil vhodn\u00e1 preventivn\u00ed a ochrann\u00e1 opat\u0159en\u00ed.<\/p>\n<\/div>\n<\/div>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Stoj\u00ed za p\u0159e\u010dten\u00ed tak\u00e9: <a href=\"https:\/\/obera.fr\/cs\/nase-rady\/vlep-quels-risques-cas-de-non-respect-reglementation\/\" data-type=\"post\" data-id=\"1816\">Jak\u00e1 jsou rizika nedodr\u017eov\u00e1n\u00ed VLEP<\/a>?<\/p>\n<\/blockquote>\n\n<p>Inspektor pr\u00e1ce nebo kontrolor m\u016f\u017ee rovn\u011b\u017e po\u017e\u00e1dat spole\u010dnost, aby nechala zkontrolovat TLV podle pr\u00e1vn\u00edch p\u0159edpis\u016f akreditovan\u00fdm subjektem.<\/p>\n\n<p>Akreditovan\u00fd subjekt stanov\u00ed svou strategii odb\u011bru vzork\u016f, kter\u00e1 bude p\u0159edstavovat cel\u00e9 obdob\u00ed, b\u011bhem n\u011bho\u017e je zam\u011bstnanec exponov\u00e1n, aby mohl zav\u00e9st n\u00e1pravn\u00e1 opat\u0159en\u00ed, kter\u00e1 se pak budou pravideln\u011b kontrolovat.<\/p>\n\n<p>B\u011bhem prvn\u00ed m\u011b\u0159ic\u00ed kampan\u011b (nejm\u00e9n\u011b t\u0159i m\u011b\u0159en\u00ed na GEH &#8211; homogenn\u00ed expozi\u010dn\u00ed skupinu), pokud jsou v\u0161echny v\u00fdsledky men\u0161\u00ed ne\u017e 10 % stanoven\u00e9ho VLEP, je riziko jeho p\u0159ekro\u010den\u00ed nulov\u00e9, a proto nen\u00ed povinn\u00e9 prov\u00e1d\u011bt dal\u0161\u00ed dv\u011b kampan\u011b.<\/p>\n\n<p>Pokud jsou TLV p\u0159ekro\u010deny, je t\u0159eba co nejrychleji p\u0159ijmout n\u00e1pravn\u00e1 opat\u0159en\u00ed a zopakovat p\u016fvodn\u00ed posouzen\u00ed.<\/p>\n\n<p>Pokud je v\u00fdsledek m\u011b\u0159en\u00ed mezi 10 % hodnoty TLV a <a href=\"https:\/\/obera.fr\/cs\/nase-rady\/vlep-cobalt-et-composes-valeurs-limites-exposition-professionnelle\/\" data-type=\"post\" data-id=\"6351\">TLV<\/a>, pokra\u010duje m\u011b\u0159ic\u00ed kampa\u0148. Na konci t\u0159et\u00ed m\u011b\u0159ic\u00ed kampan\u011b se z\u00edskan\u00e9 v\u00fdsledky analyzuj\u00ed, op\u011bt na z\u00e1klad\u011b statistick\u00fdch v\u00fdpo\u010dt\u016f. Je tedy mo\u017en\u00e9 usuzovat na pravd\u011bpodobnost p\u0159ekro\u010den\u00ed t\u011bchto VLEP a na prov\u00e1d\u011bn\u00ed z\u00e1sad obecn\u00e9 prevence.  <\/p>\n\n<p>Zam\u011bstnavatel\u00e9 jsou povinni vypracovat soupis v\u0161ech chemick\u00fdch v\u00fdrobk\u016f, s nimi\u017e se v jejich prostor\u00e1ch pracuje, vyhodnotit rizika a pro\u0161kolit sv\u00e9 zam\u011bstnance. V\u00fdsledky mus\u00ed pro ka\u017ed\u00e9ho pracovn\u00edka formalizovat ve form\u011b osobn\u00edho expozi\u010dn\u00edho listu, v n\u011bm\u017e uvedou v\u0161echna m\u011b\u0159en\u00ed a v\u00fdsledky. Tyto listy se p\u0159edkl\u00e1daj\u00ed podnikov\u00e9mu l\u00e9ka\u0159i. Tato na\u0159\u00edzen\u00ed se t\u00fdkaj\u00ed v\u0161ech gar\u00e1\u017e\u00ed, \u010dist\u00edren, truhl\u00e1ren, mal\u00fdch a st\u0159edn\u00edch podnik\u016f, velk\u00fdch skupin, \u00faklidov\u00fdch firem atd.   <\/p>\n\n<h2 class=\"wp-block-heading\">Jak\u00e1 rizika hroz\u00ed zam\u011bstnavatel\u016fm, kte\u0159\u00ed tyto povinnosti nepln\u00ed?<\/h2>\n\n<p>Zam\u011bstnavatel\u00e9 maj\u00ed velkou odpov\u011bdnost.
