Heat in parking lots: an underestimated urban challenge

Underground parking lots are well-known urban hot spots: poorly ventilated, heavily mineralized, enclosed.
Yet these spaces are rarely taken into account in climate change adaptation plans, even though they are at the heart of our cities, very busy and often warmer than outside.

Invisible urban ovens

Designed for vehicle storage, underground parking lots are often closed, mineral, poorly ventilated and surrounded by concrete. The result: as soon as it gets hot outside, these spaces become veritable heat traps. Temperatures can easily exceed 40°C during heatwaves, and even higher at deeper levels.

The consequences are manifold:

  • Major inconvenience for users, especially the elderly and families.
  • Health risks for maintenance personnel and on-site staff.
  • Premature wear of heat-sensitive technical equipment.
  • Degraded image of public service, perceived as old-fashioned or neglected.

And this problem will only worsen with the predicted rise in temperatures in
the coming years.

Solutions exist: SEMEPA in Aix-en-Provence

In Aix-en-Provence, SEMEPA decided to change course. Noting the growing discomfort in its downtown parking lots, in 2025 it deployed an innovative solution in the Rotonde parking lot: 12 XXL adiabatic coolers installed in the underground walkways.
The principle? Thenatural evaporation of water, without air conditioning, without polluting fluids, without noise.
Result: up to -4°C around each unit, and a feeling of renewed air.
